Project update for Kingston Section 49
Suburban Land Agency (SLA) is continuing to progress the land release within Section 49 Kingston (the Site). We wanted to share an update with the community on where this exciting project is up to, including key information on the progress of the Subdivision Design Application, what’s next for the land release, and how the existing car park on the site will be maintained in the interim.
Subdivision Design Application – Current status
SLA lodged the Subdivision Design Application for the Site in October 2025, following significant community engagement that informed the master plan design. We have now received the Notice of Decision from the independent Territory Planning Authority.
Complementary to existing Territory Plan requirements for the future development across the Site, the notice formalises inclusion of planning controls with regard to additional view corridors, building setbacks and Emergency Vehicle Access provision consistent with the Place Brief that community and stakeholders engaged on. These will maintain key urban axis and continue to extend the urban character of Kingston Foreshore, ensuring visual and spatial continuity across the Site. Future development on the site will need to respond to these and contribute to connectivity and legibility across the Site.
Land release block
The Site now includes both a land release block and a separate block for the future Kingston Arts Precinct. SLA is responsible for the delivery of the land release block, which is identified for release in the 2025-26 Housing Supply and Land Release Program.
This block, named ‘The Kingston Quarter’, comprises 21,360m2 and brings together residential, hotel, hospitality, retail and commercial possibilities with capacity for up to 250 dwellings. It will also include provision of a public car park and associated amenities.
Tender process and next steps
SLA is now progressing the Kingston Quarter for release via a Design Based Request for Tender (RFT). The Tender package will be supported by a suite of information including the Kingston Arts Precinct Place Design Brief, the Subdivision Design Application (SDA) approved package (including public feedback), Conservation Management Plans for surrounding heritage assets, and a document detailing site specific constraints and objectives such as key interfaces, electrical infrastructure and access requirements. This will provide Tenderers a comprehensive information about the site and on the community input to date.
SLA will provide the link to TendersACT where documents can be downloaded from once land release has formally occurred.
Tenderers will be required to provide a design response that considers all these documents as part of their submission. The response will also require a Territory Plan Compliance Report detailing design compliance with the Territory Plan requirements for the block (including the new Controls arising from the SDA) and a comprehensive proposal for the Community Engagement Plan.
Tenders will be assessed by a diverse panel of members. Assessment will proceed with a closed envelope approach whereby the financial offer is not provided to the panel until the design, engagement and compliance elements are assessed to remove any potential bias based on price.
Following selection of a preferred tender, the selected design, delivery and engagement commitments will be embedded into contractual obligations, and the successful tenderer will enter into a Concept Delivery Deed (CDD) which will be managed by SLA. Once successful tenderers’ Development Application (DA) is approved the DA will be embedded in the Development Deed and Holding lease, and SLA will settle on the land.
Maintenance of car park
SLA has appointed a contractor to undertake rectification works to address potholes on the public car parking located on Section 49 Kingston. These works are expected to commence before the end of June, and be completed in July 2026
