Affordable Home Purchase Scheme - Helping you buy your first home

Applicant eligibility

To be eligible for the Affordable Home Purchase Scheme, you must:

  • be at least 18 years old
  • be an Australian Citizen or Permanent Resident
  • meet household income limits
  • meet financial asset limits
  • not own or have previously owned property
  • live in the affordable home for 12 months following settlement.

Residency requirements

All the homes available through the Affordable Home Purchase Scheme are in the ACT. If you don't currently live in the ACT, you can still take part but you must live in the home for 12 months after settlement.

The Affordable Home Purchase Scheme is only available to Australian Citizens or Permanent Residents. If you're successful in a ballot, you must submit supporting evidence of your citizenship or permanent residency.

If you aren’t sure about your status, you should check the details of your visa.

You will not be eligible if you hold a Skilled Regional Visa (Subclass 491).

Household income limits

You must have a gross household income of less than:

  • $100,000 for households with up to 2 children
  • $116,000 for households with 3 children
  • $132,000 for households with 4 children
  • $148,000 for households with 5 or more children.

Your gross household income includes the income of all occupants who will live in the affordable home and who are over 18 years old. Such occupants may include:

  • your partner
  • any parents
  • any siblings
  • any children or other dependents over 18.

You should include your partner’s details, even if you intend to buy the home in your name only. For example, if you're a Permanent Resident, but your partner only holds a temporary visa, you still need to declare and include your partner’s income.

You should not include the income of any people you currently live with but are not going to live in the affordable home. For example, if you live with your parents or housemates, but are not going to live with them in the affordable home, do not include their income.

Your gross household income is all income you get before you pay tax on it. It includes, but not limited to:

  • wages from employment
  • profit from your self-employed business
  • Centrelink payments
  • Family Tax Benefits
  • bank interests
  • shares/dividends
  • pension allowances
  • scholarship stipend.

If you have more than one job you will be asked to provide evidence of your income from all of your employers. If you are self-employed you will be asked to provide evidence about the net trading profit or gain made in the ordinary course of carrying out your business.

Financial asset limits

To be eligible for the Affordable Home Purchase Scheme, your combined financial assets must not exceed either:

  • $116,375 for a single person
  • $148,625 for 2 or more household members.

Financial assets relate to money that you can access including any funds you have in:

  • bank accounts
  • shares and investments
  • superannuation payouts.

Superannuation payouts includes any money that has been released from your Superannuation Fund and paid to you. It doesn’t include any money currently accumulating in your Superannuation Fund.

If you are successful in a ballot process, you will be asked to submit an application form and a Statutory Declaration, declaring information about your financial assets. We may also ask for further evidence from you if required.

Property ownership

To be eligible for the Affordable Home Purchase Scheme, you can’t own or have previously owned any property in Australia or overseas. This includes ownership by any other household occupants such as your domestic partner or spouse. It includes property owned as an individual, as tenants in common, or as part of a business operation.

Property ownership includes:

  • other homes
  • land rent blocks
  • vacant land
  • commercial properties.

As soon as you exchange contracts on a property, you are no longer considered eligible for the Affordable Home Purchase Scheme.

Eligibility check

If you are successful in a ballot process, you'll be asked to submit an application form and a Statutory Declaration including information about your eligibility. We'll also undertake further checks.

If you are 18 years old and an Australian Citizen or Permanent Resident but don't meet some of the eligibility criteria, you can ask for consideration of your special circumstances.

We'll consider your circumstances on a case-by-case basis if you don't meet all the eligibility criteria due to one or more of the following:

  • divorce or separation
  • refugee status
  • financial hardship
  • unforeseen hardship.

You may be able to access other housing options in the ACT if you are not eligible for the Affordable Home Purchase Scheme. Please review the ACT Government’s Homes and Housing website for further information on what may be available for you.
