Suburban Land Agency (SLA) and the Ginninderry Joint Venture are working on a project to transform and regenerate the former West Belconnen Resource Management Centre into a high-quality recreational, social and economic precinct known as the Ginninderry Regeneration Precinct.
Ensuring Environmental and Community Safety
The Precinct, which ceased public operations in 2020 and is now at the end of its operational life, will undergo a capping process, including the construction of a pathway break along its southern border, to ensure the containment of waste and guarantee environmental and community safety. SLA will manage this process, adhering to the stringent requirements set by the Environment Protection Authority (EPA).
Comprehensive Environmental Testing
Extensive environmental testing has been conducted over many years to confirm the waste locations and assess any potential migration. The results have been positive; however, testing and monitoring will continue throughout the capping process. All findings will be reported to the Precinct’s independent auditors and the EPA to ensure ongoing safety.
Construction Timeline
Construction activities on a pathway break around the site's southern boundary commenced in August 2024. A pathway break is commonly used to stop landfill gases from travelling outside of the site by redirecting them to a path of least resistance. The southern pathway break will act as a further safeguard to the existing landfill gas management systems on-site, which will also be upgraded as part of the capping process.
The primary objective is to ensure environmental and community safety while transforming the site into the Ginninderry Regeneration Precinct. The construction program includes:
Stage 1: Southern Pathway Break
- Commencement: August 2024
- Completion: February 2025
Stage 2: Landfill Site Capping
- Commencement: July 2025
- Completion: December 2027
Stage 3: Regeneration Precinct Masterplan
- Commencement: 2028
- Completion: 2035
All construction activities will be conducted during the day, and construction traffic will primarily be made through Parkwood Road to minimise the impact on existing residents.
Future Vision for the Ginninderry Regeneration Precinct
Possible uses for Ginninderry Regeneration Precinct include open space, education precincts, mixed-used precincts, residential, community spaces and a variety of recreational activities (e.g., sports fields, playgrounds, skate-parks). The final capping design and masterplan will guide this transformation, supported by rigorous environmental testing, independent auditor advice and ACT EPA endorsement.
